Summary This position is located with the Bureau of Indian Affairs, Superintendent, Truxton Canon Agency in Valentine, Arizona. The position will serve as the Superintendent for the Truxton Canon Agency in Valentine, AZ. Responsibilities Protects the rights of Indian People regarding their trust property. Provides technical assistance to the Tribe in the self-determination process, and coordinates with the monitoring of Tribal contracts and grants through the Self-Determination Specialist. Serves as the line officer in charge of administration of Indian Affairs for the Agency. Maintains a close working relationship with the Tribal government(s) and Tribal organization(s). Provides leadership and support to the Western Region's program management teams. Provides positive direction and implementation of supervisory and managerial activities related to equal employment opportunity, and ensures merit-based practices in the recruitment, selection, training and recognition process. Requirements Conditions of Employment Qualifications GS-14 Minimum Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to at least the GS-13 grade level in the Federal service. Specialized experience is defined as: administering, supervising, planning, developing and implementing Government-to-Government economic assistance programs; coordinating with Tribes within the region to improve Federal and Tribal Law Enforcement; monitoring Tribal elections to report results; providing presentations and high level briefings to Tribal, Congressional, Federal, State, County and City senior officials; reviewing and analyzing BIA mission proposals; serving as the operational officer to implement the Department's trust and self-determination responsibility; and developing economic plans for increased agricultural production and oil & gas exploration and production. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Education There is no educational requirement, and there is no educational substitute for the specialized experience required for this position. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one year supervisory probationary period before their appointment becomes final. Those who do not satisfactorily complete this probationary period will be returned to positions of no lower grade and pay than those they occupied before assuming their supervisory assignment.
