Job Description

The Steve Sanghi College of Engineering is now hiring a Financial Oversight Manager in the School of Informatics, Computing, and Cyber Systems (SICCS). The Financial Oversight Manager plays a crucial role within SICCS. As the financial liaison to the department, the incumbent will coordinate monthly, quarterly, and annual budget reports and account reconciliations to funds related to grants, local accounts, and foundations. Ensuring accuracy and completeness.

The successful candidate's advanced knowledge of financial policies, forecasting, grants and budgets come into play daily. Whether it's budget report preparation, data analysis, or project management, they're adept at handling complex tasks. Analytical abilities are essential. You will evaluate financial resource matters within established guidelines maintaining adherence to university, federal and state policies and procedures ensuring the department and grant needs are met.

Effective communication is key. Regular interactions with the SICCS Chair, Project Investigators, Program Managers and other departments across campus are expected to keep everyone informed. Topics range from funding limitations and resource allocation updates to collaborative initiatives.

In addition to your core responsibilities, this position will have the rewarding opportunity to mentor, supervise, and train a full-time Financial Oversight Analyst, Intermediate.

Financial Support - 40%

• Oversees the analysis of operational data with the purpose of looking for improvements to the financial status of the college.
• Ensures budget compliance and manages resource allocation and reallocations across multiple funding sources.
• Develops budgets and strategic plans to guide financial planning decisions.
• Prepares advanced and guides low to mid-level analysis, reports and communications for key stakeholders.
• Provides accurate and timely budget information to key stakeholders for the various funding sources, including but not limited to grant management.
• Maintains proper accounting and records of operational and special budgets.
• Operates independently with occasional supervision and performs tasks autonomously.
• Maintains an understanding of college finances with the tools provided.
• Works with student clubs on balances of donated funds through the foundation.

Analysis Support - 40%

• Analyzes and compares financial reports to original forecasts to analyze program effectiveness and identify cost reduction measures for multiple funding sources.
• Oversees and manages actual financial data to plans, forecasts and budgets, evaluating areas of divergence.
• Oversees and manages forecasts and models of various future financial scenarios, guiding university planning decisions.
• Makes recommendations on new procedures, policies, and tools to apply to complex issues.

Compliance Support - 10%

• Interprets, applies, and remains informed of pertinent rules, regulations, policies, and procedures set forth by the University or outside governing agencies.
• Ensures all purchases within area of oversight are in compliance.
• Communicates policy and process changes to the faculty and staff.

Administrative Support - 5%

• Advises staff on financial, technical, and operational matters; instructs and orients new members of staff, faculty, or administration.
• May train lower-level accounting and/or administrative staff.

Other - 5%

• Represents college, department, or work unit at meetings and at many levels of the university organization.
• May responds to requests for information or complaints from the University and public regarding operations of work unit.
• Other duties as assigned.

Minimum Qualifications

• Bachelor's degree in accounting, finance, or related field, and
• 2-4 years of accounting/finance experience, and
• 1-2 years of management experience; or
• Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis.

Preferred Qualifications

• Master's degree in accounting, finance, or related field.
• Finance experience in higher education.
• 1-3 years of grant related experience.
• Knowledge in grants.

Salary

Anticipated salary range is $67,714 to $78,745. Annual salary commensurate with candidate's qualifications and related experience.

FLSA Status

This position is exempt from the overtime provisions of the Fair Labor Standards Act (FLSA) and therefore will not earn overtime or compensatory time for additional time worked.
